On the morning of December 19, 2018, the Municipal Science and Technology Commission organized an expert group to conduct an acceptance review of the Shanghai Soft Science Research Project “Path and Countermeasures for Promoting the Transformation of Scientific and Technological Achievements (Project No. 17692109700)”. Dai Xiaobo, a researcher at the Shanghai Academy of Social Sciences, served as the leader of the expert group. Researcher Yang Hongwei from the Shanghai Institute of Development and Reform, Guan Shuhong, researcher at the Shanghai Institute of Materia Medica, Chinese Academy of Sciences, Professor Chen Qiang from Tongji University, and Yan Mingfeng, executive director of the National Center for Technology Transfer, formed an expert group. Shi Qian, deputy director of our institute, and Zhang Conghui and Li Wan, deputy directors, attended the meeting.
On behalf of the research team, Chang Jing, the deputy director of the Innovation Policy Research Office, reported on the main research results. The project systematically analyzed the transformation rules and trends of scientific and technological achievements and combed the experience of typical national scientific and technological achievements transformation, and deeply analyzed the transformation of Shanghai scientific and technological achievements. The status quo and main characteristics, facing the actual needs of Shanghai's innovation-driven development, researched the reform path of optimizing key areas such as “supply side, demand side and service side” in transforming Shanghai's scientific and technological achievements, and proposed Shanghai to further promote the transfer of scientific and technological achievements. Suggestions for countermeasures. The heads of the three sub-groups reported on the results from the perspectives of industry, law and business models.
The participating experts fully affirmed the research results and expressed opinions and suggestions on how to further optimize the scientific and technological achievements transformation path countermeasures. After discussion, the expert group unanimously agreed that the project has a clear research theme, clear thinking, complete system and detailed information, which has achieved the expected research objectives of the plan and task book. The proposed recommendations have positive significance for promoting the transfer and transformation of Shanghai's scientific and technological achievements. The quality of the results of the comprehensive assessment project of the expert group was excellent and agreed to pass the acceptance.
