On the afternoon of December 13, 2018, the 11th (general 46th) expert forum of 2018 was held in the academic lecture hall of our institute. Professor Zhou Qiren, a famous economist, member of Shanghai decision-making advisory committee and former president of National Development and Reform Research Institute of Peking University, was invited to give a special report. Luo Dajin, deputy director of Shanghai municipal science and technology commission, Li Ren, former director of Shanghai municipal commission of science and technology, Chen Xiaolin, deputy investigator of Shanghai municipal commission of science and technology, Shi Qian, secretary of the general party branch and director of our institute, Zhang Congcai, deputy secretary of the general party branch and deputy director, and Li wan, deputy director of Shanghai municipal commission of science and technology, attended the report. The report will be presided over by director Shi Qian.
At the meeting, deputy director Li Wan introduced the general situation of the development of the Science Institute, the progress of key work in recent years and the next step of development thinking. Professor Zhou Qiren pointed out that at present, the gap between China and developed countries is gradually narrowing, and the previous development mode of following trend can no longer meet the actual needs. How to give play to the leading role of scientific and technological innovation in economic development is an important issue that we need to consider in the future. Professor Zhou expounded his views on the overall strategy, policy, culture and talents of innovation. After the report meeting, the researchers of our institute had an exchange and discussion with professor Zhou on policy implementation, economic uncertainty, inter-city competition and cooperation and other issues.
Before the conference, Professor Zhou Qiren and his delegation, accompanied by director Shi Qian, watched the cultural wall of the Institute of Science and exchanged views on the history and development of the institute.
Zhou Qiren, senior professor of Peking University, graduated from the Economics Department of Renmin University of China in 1982. After that, he worked in the Chinese Academy of Social Sciences and the Rural Development Center of the State Council and engaged in economic research on reform and development issues. In 1989, he visited the University of Oxford, the University of Colorado, and the University of Chicago. In 1991, he joined the University of California, Los Angeles, where he earned a doctorate in economics. Since 1996, he has taught at the China Center for Economic Research at Peking University. The research area focuses on property rights and contracts, economic institutional changes, corporate and market organizations, monetary and financial, land systems and urbanization, and reform and technological innovation. From 2008 to 2012, he served as Dean of the National Development Research Institute of Peking University; from 2010 to 2012, he was a member of the Monetary Policy Committee of the People's Bank of China; and a member of the Expert Committee of the National Development Planning of the 13th Five-Year Plan.
